As discussed, I am pleased to enclose a copy of our INCDF
proposal. This proposal could be a collaborative effort between
AMAN Malaysia and ProWaris.
Our initial intention of the fund is to free the Islamic Nations
from relying on the western countries and United Nations in
defending themselves in line with "Hari Kemerdekaan Ke-49
Malaysia".

MEMORANDUM TO OIC : ESTABLISHMENT OF ISLAMIC NATIONS CIVIL
DEFENCE FUND
Today, 30 August 2006, in the Eve of the 40th Anniversary of our
Nation's Independence, Barisan Peneraju ProWaris Malaysia, led
by Feriz Omar has unanimously reached its concensus to issue a
proposal memorandum to YAB Dato' Seri Abdullah Ahmad Badawi, the
Prime Minister of Malaysia and also the Chairman of OIC to
establish the Islamic Nations Defence Fund (INCDF).
The proposed INCDF is to free the Islamic Nations from depending
on the western countries or even United Nations in defending
themselves against attacks from the US, Israel and their allies.
Our dependence on financial, military and medical assistance is
channeled trough United Nations and usually derived at an
extremely late stage when there is no more civil to be defended.
Similarly to natural disasters such as in Iran, Yogjakarta and
Aceh, Islamic Nations could avoid unforeseen natural disasters
by providing assistance way before hand and not during the
aftermath.
BACKGROUND
Islam, with approximately 2.0 billion follower is the largest
followed religion in the world.
However, it is obviously clear that in facing threats and
attacks from its enemies, Islamic nations are neither ready or
capable of defending themselves.
In addition, we have also seen Islamic Nations are not equipped
with high technological systems that could detect early signals
of natural disasters eg. Earthquake in Iran and Yogjakarta as
well as tsunami in Aceh.
Collaboration among the Islamic Nations do face conflicts
brought about by foreign interventionists.
As it stands this far, defence assistance could only be
channeled through the United Nations only.
Due to the long process at the United Nations, Muslims are left
helpless in defending themselves since most of the financial and
medical aids arrive during the aftermath.
Therefore, the proposed and recommended programme to establish
Islamic Nations Civil Defense Fund (?INCDF?) will be the ?First
Line of Defence? for the Islamic Nations.
RATIONALE
In view of the US and its allies targeting Islamic countries in
the plan to control the world oil reserves.
Realising that Israel (the Jews) are behind and the main world
economic lobbyists to surpress targeted countries.
Observing that any form of budget increases by Islamic Nations
are carefully monitored by the US and Israel.
Realising and it appears that they have placed most of the
Islamic Nations under the anti-nuclear profilerations agreement,
thereby rendering Islamic nations defense to be comparatively
unequal with those of superpowers.
Realising that oil could be an important effective role as a
means of national defence, by making it as form as barter trade
amongst every member country.
Also realising how important to have exchange programme amongst
the trained scientific and technological fields personnel in the
producing and manufacturing the latest defence capabilities
would help them in time of needs.
OBJECTIVES
To have defence procedures which are acceptable and agreed upon
by all pertaining to how to assist attacked countries by foreign
forces.
To ensure every Islamic country is protected and could avoid
unforeseen natural disasters such as earthquakes, tsunamis,
volcano eruptions, floods, landslides, tornadoes, etc.
To assist the exchange of scientific and technological defence
and defence products experts to ensure the defense of Muslim
nations is guaranteed and protected.
To issue standardised operational national civil defence
procedures acceptable and agreed upon by all participating
member countries.
To give opportunity for member countries to forge better
relations in the fields of politics, economics and
socio-cultural matters amongst them.
PROPOSAL
Overall
It is important to immediately establish INCDF with a purpose to
be used for all Islamic revival and defence of Islam
universally.
To prepare Islamic Nations to face possibilities of threats of
any quarters.
The US, Israel and their allied countries will act more
cautiously in playing their hate and ?terrorism? propaganda
currently labeled against Islamic Ummah.
Malaysia, as OIC Chairman should vigorously campaign these
proposals, ideas and recommendations for the establishment of
INCDF amongst its members.
The establishment of INCDF will serve as a catalyst in
strengthening Islamic brotherhood amongst its member countries,
insyaAllah.
Structure
Malaysia, as the Chairman of OIC, to form a dedicated INCDF
Committee to manage, organise and promote the INCDF.
The Committee Members should comprise, inter-alia, following
members:-
Media Partners - namely Al-Jazeera and ART (international),
RTM/TV3/ASTRO
Contribution Channel Operators - namely CELCOM
Organisers - namely ProWaris / AMAN Malaysia
Mechanism
The fund should be entirely based/renumerated on globally
accepted commodity such as Dinar Emas or crude oil and devoid of
currency instability.
All contributions collected shall be converted to the proposed
commodity indefinitely and perpetuated daily.
In order for us to ensure that the conversion is done daily. We
shall propose that all expenses and punchases from the fund
should only be done with barter trading of the commodity.
This plan should be allowed for us to ensure the spirit of Dinar
Emas can be uplifted since governments today is to bogged down
by first world countries.
It would also be a strong mechanism for international NGO's to
NGO's operation devoid of currency speculation and instabilty.
RECOMMENDATIONS
With undeclared "Third World War" happening now, every member
country must be pushed to abide to civil defence standard
procedures that are agreed upon by member countries, that:-
The fund cannot be used for the purposes of strengthening any
government for any internal political reasons such as to wedge
civil wars.
All members must agree with the percentage sum allowed to them
(as determined, and which would be reviewed from time to time)
to be channeled in case of any crisis happening, without any
compromise and conditions.
All members are not allowed to have diplomatic relations with
Israel.
Placing Al-Quran, Sunnah, Qias and Ijmak Ulama as reference,
should conflicts arise among member countries pertaining to
contributions allocated to needing countries.
Participating member countries should be accorded priorities in
their redevelopment process (programmes) of attacked countries.
